RESEARCH, TRAINING & LABORATORY SERVICE DIRECTORATE
ECO is a committed knowledge base of sustainable engineering solutions that boost the development and welfare of our nations and international communities at large.
The Research, Training & Laboratory Service Director (RTLSD) is among one of the five business units that make up the Engineering Corporation of Oromia (ECO). Previously, the Laboratory Services had been delivering by the Laboratory Process directly accountable to the Chief Executive Officer and a member of the top enterprise’s management. The process provided services for internal and external stakeholders in three different areas, namely Soil Engineering Properties, Soil Fertilities, and Water Quality Tests in a well-organized manner. According to the 2015 GC, following the recalibration of the then Oromia Water Works Design and Supervision Enterprise (OWWDSE), training of internal and external stakeholders is seen as among the corporate pillar. It was managed by a Training Officer under Human Recourses Management Process. In addition, the research activity was not considered the main activity by the enterprise of the time.. Hence, it is the newly emerged task for ECO.

In general, it composed Director, Research & Training Team Leader, Laboratory Service Head, Senior Researchers (Hydraulic/Water Resources Engineering/Irrigation Engineering/Civil Engineering/Geotechnical Engineering or any or other relevant fields of studies), Senior Training Officers (in management, Education or relevant fields of studies as well as Hydraulic/Water Resources Engineering/Irrigation Engineering/Civil Engineering/Geotechnical Engineering or any or other relevant fields of studies), Laboratory Professionals (Chemists, Geotechnical Engineers, Biologists, Civil Engineers, Material Engineers, Laboratory Technicians of various levels). Professionals assigned in the directorate update themselves from time to time with new technologies (systems, standards, software) in order to cope with the dynamic nature of the sector especially the Research & Training. The center in collaboration with the corporation facilitates the working conditions in support of the improvement to come and achieve best performances set in its vision and mission.

The Laboratory Service Centre owns various laboratory testing equipment such as Digital Direct Shear Testing Apparatus; Triaxial Compression Machine; Core Trimmer or Cut-Off Machine; CBR Testing Apparatus; Los Angeles Abrasion Machine; Aggregate Impact Value Testing Apparatus; Water Quality Testing Apparatus; and Soil Fertility Testing Apparatus.

ECO believes that creativity and innovation in its key service areas has paramount importance to maintain its position and expand to new areas in the market through conducting problem-oriented research activities. Research findings and innovations in terms of new technology or improvement of existing technology can improve the effectiveness and efficiency of the services the corporation provides. Basically, the research works are dedicated to the areas where the corporation is involved (Irrigation, Energy, Water Resources Study, Water Supply, Building, Transport, Geotechnical Investigation and Underground Work, Hydrogeology, Land Use Study and Planning, and Environmental Study.
Strategically, the directorate performs and promotes research: –
- For continual improvement in the consultancy services of the Corporation,
- To contribute on the formulations of Policy and Strategy in the Sectors under its responsibility and other related sectors in the country,
- By adopting and innovating new technologies,
- Believing that, conducting researches within the mandate of the corporation considered as part of playing social responsibility of the corporation by focusing on the critical problems in the region and the country at large.
- Conducting researches in collaboration with higher institutions (Universities/Colleges), research institutions, government bodies (regulatory bodies), other corporations in the industry, public enterprises in the industry, individual researchers, etc.
In order to improve the Corporation’s technical competence in all subject area, the Corporation works on knowledge-based human resource development thus provides short to long-term trainings for its internal staffs. Besides, it provides short to long-term trainings for external staffs to play its role on capacity building in the industry as well as generate revenue.
ECO provides laboratory services on the following but not limited to: –

- Material Test.
Water Quality Test
Engineering Corporation of Oromia laboratory provides service in water quality testing that determines whether the water is suitable for drinking, irrigation, construction, industrial and other activities use. It also draws recommendations and provide advice on the test results based on their intended purpose and suitability assessments result. It also provides on the job training on water quality testing, sampling and safety of laboratory apparatuses operations.
Soil Fertility Test
The laboratory provides services in soil fertility testing that determines suitability of soil for agricultural development purpose. It determines the required modern fertilizer applications in relation to the local specific conditions of the farm land under consideration. It undertakes study of soil physics such as hydraulic conductivity, porosity, soil particle density, specific surface area. The outputs of the test indicates whether the soil is suitable for agricultural development from the perspective of the existing and or proposed crops, vegetables and fruits. It draws recommendations and provide advices on the test results. Provide on the job training on soil fertility testing, sampling and safety of laboratory apparatuses operations.
The Geotechnical Laboratory provides services in soil and rock mechanics testing for foundation and construction that determines its suitability for the intended purpose. Soil Mechanics Test for Foundation & Construction comprises classification test (moisture content, grain size analysis, hydrometer, specific gravity, linear and volumetric shrinkage, bulk density); determination of engineering properties of soil materials (shear tests by direct shear and tri-axial tests, consolidation tests, permeability test); Californian Bearing Ratio (CBR) Test, Swelling pressure test; Dispersity or erodibility test of soil, Compaction test by standard and modified proctor test methods; Unconfined Compression Test of Soil and Chemical test (such as organic content, sulphate and chlorite content). It draws recommendations and provides consultations on the test results. Provide on the job training on geotechnical testing, sampling and safety of laboratory apparatuses operations.
Rock Mechanics Test for Foundation & Construction purpose includes Classification Test (Specific gravity, Water absorption, unit weight, porosity); Determination of engineering properties of rock materials (Such as Unconfined Compression Test of rock, Point Load, Los Angeles Abrasion Test, and Chemical Test (Organic Content).
The laboratory provides services in cement test; aggregate and concrete test; asphalt/bitumen test; and reinforcement bars/steel test. Cement test includes physical test (grain size analysis/fineness of cement, specific gravity, setting time, consistency, cement soundness, mortar strength, and related) as well as chemical test.
Aggregate and concrete test classification test includes physical & engineering property test (such as rain size analysis, specific gravity, PH, soundness test, Flakiness & mortar strength, slake durability, Los Angles Abrasion, water absorption, HCB/Brick and concrete compressive strength); Chemical Test (organic content, chloride and sulphate Content, potential alkali reactivity); and Concrete Mix Design (slump, cement water ratio, unit weight & related). Asphalt/bitumen test comprises both physical/chemical test and mix design. Reinforcement bars/steel test includes tests like yield point, ultimate tensile strength, elongation, and related tests. It draws recommendations and provides consultations on the test results. Provide on the job training on material testing, sampling and safety of laboratory apparatuses operations.
